Only 7% of Eurozone Companies Fully Embed Artificial Intelligence, ECB Survey Shows

The European Central Bank (ECB) recently released an extensive survey examining the adoption of artificial intelligence (AI) across companies in the euro area. While AI use is widespread, with over 70% of firms employing some form of AI tools, only about 7% qualify as intensive users—those who deeply embed AI into their core business processes to drive significant transformation and economic benefits.

AI Adoption Patterns Among Eurozone Businesses

According to the survey, most companies have incorporated AI at a basic level, such as using licensed software or simple automated tools. However, the step toward intensive AI use—characterized by comprehensive integration and strategic investment—remains limited. Nearly all firms identified as intensive adopters plan to increase their AI investments this year, allocating around one-fifth of their total investment budgets specifically to AI development and deployment.

Who Are the Intensive AI Users?

The data shows that younger, smaller companies in high-tech and knowledge-intensive sectors are leading intensive AI adoption. These firms tend to favor customized AI solutions tailored to their unique needs rather than off-the-shelf products. Their focus on building robust data infrastructure and acquiring specialized talent contrasts with larger or more traditional companies that often use AI in a more superficial manner without embedding it deeply into their operations.

From Experimentation to True Transformation

Industry experts highlight a crucial distinction revealed by the ECB survey: widespread experimentation with AI does not necessarily translate into meaningful business transformation. Many companies remain at the early stages, using basic applications without committing the significant resources required for full-scale integration. This divide emphasizes the difference between opportunistic users and those making substantial capital investments to unlock AI’s strategic potential.

Outlook for AI Integration in the Euro Area

Looking forward, ECB researchers point to several trends worth monitoring: the pace at which intensive AI adoption grows; its spread beyond high-tech sectors into manufacturing and larger enterprises; and a shift from reliance on licensed software toward developing custom-built AI infrastructure. Peer influence also plays a key role, as firms are more inclined to increase AI spending when competitors do so.

While these findings provide valuable insight into the current state of digital transformation through AI across euro-area businesses, the ECB stresses that this survey reflects research outcomes rather than official policy directives. Nonetheless, this data serves as a critical benchmark for understanding how artificial intelligence is reshaping Europe’s corporate landscape.
