Federal Reserve Introduces Limited-Purpose Payment Account for Fintech Firms

The Federal Reserve Board has introduced a proposal to establish a new type of payment account aimed at expanding access to its payment system for fintech companies and nonbank financial institutions. This innovative Payment Account is designed as a limited-purpose option that bridges the gap between full master accounts and complete exclusion from Federal Reserve payment services.

Expanding Access Through Limited-Purpose Accounts

This initiative follows the Federal Reserve Bank of Kansas City’s recent approval of a similar limited-purpose account for Kraken Financial, serving as a pilot to explore nonbank access to the Fed’s payment infrastructure. The proposal also aligns with directives from a May 19 White House executive order, which tasked the Federal Reserve with reviewing and potentially broadening payment system access for uninsured depository institutions and fintech firms.

Services Included and Exclusions

Holders of these Payment Accounts would gain entry to key Federal Reserve services such as the Fedwire Funds Service, FedNow Service, National Settlement Service, and selected free transfers via the Fedwire Securities Service. However, they would be restricted from using other facilities like FedACH, check services, FedCash, or intraday credit options including the discount window. Importantly, these accounts would not generate interest on balances nor permit holders to function as correspondent banks.

New Controls and Compliance Requirements

A notable adjustment from the initial prototype is that individual Reserve Banks will set overnight balance limits based on anticipated payment activity, capped at $1 billion. Additionally, account holders must adhere to anti-money laundering and sanctions compliance under the Bank Secrecy Act and Office of Foreign Assets Control regulations.

Streamlined Application Process

The Federal Reserve emphasizes that applications for these Payment Accounts will benefit from an expedited review process compared to full master account requests. Proposed guidelines recommend completing decisions within 90 calendar days after receiving all necessary documentation—a significant improvement over current procedures where approval can take years for new or unconventional applicants.

If implemented, this proposal could transform how the Federal Reserve manages payment system access by creating a more accessible path for fintechs, digital asset firms, and other nontraditional financial entities.
